Position Purpose:
Reporting directly to the General Manager Procurement Management, leads the Tactical Sourcing function for the Division.
Supports Group-wide Tactical Sourcing Centre of Excellence (CoE) to ensure effective and efficient operations.
Accountable for implementation of strategies to improve the efficiency of all purchasing transactions, from order to payment,
while reducing total cost and adhering to legislation and company policies and procedures.
Leads Procurement for multiple areas of spend within designated portfolio with the goal of achieving significant initial cost
reductions.
Create compelling business cases for tactical Procurement initiatives and change.
Implement category strategies during the 3 bids and a buy process, executing Requests for Quotations (RFQ).
Ensure the continuity and security of supply of the right quality of goods/services at competitive prices and at minimal
contractual risk.
Own, develop and oversee improvement measures of the RFQ process.

Manage a team of experienced Procurement experts.
Execute on category strategies along the order to pay process.
Ensure all Procurement activities are aligned to agreed policies, procedures, processes and relevant regulations and drives
constant improvement initiatives.
Ensure effective and efficient supply, delivery and execution of RFQs to the required quality and per the required time
schedules.
Continuously improve the robustness of the Procurement function and drive operational excellence.
Implement strategic Procurement initiatives and manage change.
Design and implement innovative tactical sourcing strategies to unlock savings and broader commercial benefits.


Research / Analysis:


Lead Procurement for multiple areas of spend within designated portfolio with the goal of achieving significant initial cost
reductions.
Analyse bids against specifications as well as opportunities for cost savings, value delivery.
Tactical Sourcing Support:
Conduct supplier commercial negotiations.
Develop portfolio focused key supplier economic indicators and cost models.
Ensure alignment with the Division’s priorities and savings targets.
Conduct analysis to establish and revise performance expectations.
Investigate gaps and develop mitigation plans.
Support General Manager: Procurement Management in driving internal change management.
Develop supporting business case to refine performance expectations and identify process improvement opportunities.
Support development of change management plans and communication plans.
Manage Tactical Sourcing initiatives:
Contributes to the delivery of the Tactical Sourcing CoE;
Monitor the consolidated achievement of strategic and tactical objectives, formulate and implement plans for corrective
action, if required;
Report on the overall performance of the Tactical Sourcing programme within the Division and progress against achievement
of strategic and tactical targets on a monthly, quarterly and annual basis, in line with Divisional dashboard reporting;
Monitoring and reporting on the Division’s tactical sourcing Key Performance Indicators for upward integration into the
Transnet-wide Tactical Sourcing CoE KPIs;
Manage tactical commodities and report monthly of savings and project roll-out;
Drive savings by consolidating commodity spend and suppliers across Transnet for the Division’s natural owned commodities
(e.g. Cleaning Services) and for the Division’s own commodities; and converting regular buying to contracts and reducing
acquisition costs and processing costs.

Establishment of a Tactical Sourcing Centre of Excellence

Qualifications & Experience:
8-10 years of relevant experience in large enterprise preferably in the built environment
Bachelor’s degree in relevant field

MBA or related postgraduate qualification advantageous
Hands-on line-management experience of Procurement organisations across multiple divisions
PFMA and public sector Procurement experience
MCIPS certification and CIPS membership required
Standard Job Requirements
Driver’s license code 08 (travel as required and approved)
