Position Purpose:
Reporting directly to the General Manager: Procurement Management:
Accountable for developing an integrated Supply Chain Management plan and execution.
Accountable for integrated Supply Chain Management plan risks / issue monitoring and resolution as well as reporting on
integrated procurement functions within the Division
Accountable for integrated Supply Chain Management plan risks / issue monitoring and resolution as well as reporting on

Accountable for liaison, collaboration and co-ordination of Procurement functions both internally and externally primarily with
the Transnet Corporate Centre and the Regional Procurement function.
Accountable for oversight of administrative support for efficient and seamless functioning of integrated supply value chain
within the Division starting with ensuring a Demand Plan is established and signed-off with the Divisional Executive
Committee.

Assist in the management and tracking of benefit realisation, value leakage prevention and issue management in the
integrated Procurement operations as well as reporting.
Develop consistent and enabling SCM integration system processes and procedure across all functions within the
Procurement Management.
Ensure that ESD requirements are met in line with legislation, e.g. the minimum subcontracting criteria and eligibility of
suppliers identified for this.
Collaborate with the Group SCM support functions to ensure high performing organisation with the Procurement function.
On behalf of the General Manager Procurement Management, ensure delivery of the following support functions from the
centre-led Group Procurement SCM Compliance, Localisation and B-BBEE, Performance Management and CI, Systems and
Data and Transnet Internal Audit.
Ensure above board interaction between the Office of the Divisional Chief Executive and the Office of the Group Chief
Procurement Officer.
On behalf of the General Manager Procurement Management, ensure delivery of the following support functions from within
the Division.
Regional Procurement Managers, People Management Business Partner, Information Technology, Finance Management as
well as Risk Management, Compliance, Health and Safety.
Co-ordinate the interaction with the following external functions.
Auditor General, National Treasury, Department of Trade and Industry and any other strategic stakeholder.
Co-ordinates all formal communication coming from the Office of the General Manager Procurement Management.
When necessary, represent the General Manager Procurement Management at strategic forums and engagements and give
accurate feedback.
Keep track of the General Manager Procurement Management responsibilities and ensure timely and effective execution
thereof.
Responsible for the management of the Customer Service function and serve as a point of escalation where customer
service issues cannot be resolved within reasonable period.
Manage strategic initiatives:
Contributes to the running and management of the Procurement Management function;
Monitor the consolidated achievement of strategic and tactical objectives, formulate and implement plans for corrective
action, if required;
Report on the overall performance of the integrated Supply Chain Management programme within the Division and progress
against achievement of strategic and tactical targets on a monthly, quarterly and annual basis, in line with Divisional
dashboard reporting;
Monitoring and reporting on the Division’s integrated Supply Chain Management Key Performance Indicators for upward
integration into the Transnet-wide integrated Supply Chain Management CoE Key Performance Indicators;
Drive efficiencies by consolidating performance reports and monitoring improvement initiatives where necessary.

Qualifications & Experience:
5+ years of relevant experience in large enterprise preferably in the built environment
Bachelor’s degree in relevant field
MBA or related postgraduate qualification advantageous
Hands-on line-management experience of Procurement organisations across multiple divisions
PFMA and public sector Procurement experience
Business Consulting experience
Professional Registration advantageous
