CONTRACTUAL APPOINTMENT OF PROFESSIONALLY QUALIFIED LOCAL GOVERNMENT PRACTITIONERS WITH SPECIFIC EXPERTISE IN GOVERNANCE, FINANCE AND ENGINEERING SERVICES.

In order to provide support services to the municipalities in the Mpumalanga Province, the Department of Co-operative Governance and Traditional Affairs would like to recruit individuals with local government management, local government finance and engineering services expertise. The Department herewith invites professionally qualified individuals who practiced in the local government environment to apply.
The areas of expertise and the prerequisites/requirements are as follows:
Local Government Management: Educational Requirements: Bachelor Degree or Bachelor of Technology in Public Administration/ Political Sciences/ Social Sciences/ Law / or its equivalent.
Work related and Knowledge: More than ten years experience as a Municipal Manager or Senior Manager in local government. Knowledge and understanding of local government legislation and relevant policy, understanding of institutional governance systems and performance management, understanding of council operations and delegation of powers, good governance, audit and risk management and finance management. Local Government Finance: Educational Requirements: Bachelor Degree or Bachelor of Technology in the field of Accounting/ Finance/ Economics / or its equivalent.
Work related and knowledge: More than ten years experience as a Chief Financial Officer or Senior Manager in local government finance. Knowledge and understanding of MFMA and its regulations, local government legislations and relevant policies, understanding of institutional governance systems and performance management, understanding of financial and performance reporting, Knowledge of local government finance, Good governance, Audit and Risk management and finance management. Engineers Services: Educational Requirements: Bachelor of Science Degree in Engineering (Civil or Electrical) or Bachelor of Technology in Engineering / or its equivalent (Civil or Electrical). Work related and knowledge: More than ten years experience as a Technical Services Manager or as a programme/ project manager. Knowledge and understanding of local government legislation and relevant policy, understanding of institutional governance systems and performance management, knowledge of the public office environment and must be able to formulate engineering master planning, project management and implementation. (Ref: Local gov Eng 2021)
Application will be considered and employment will be on 36 MONTH CONTRACT. The Department reserve the right not to make the appointment.
Appointed individuals will be required to sign a performance contract and may be subjected to a credit and security vetting process, plus financial interests must be disclosed. Remuneration shall not exceed the prescribed rates for consultants (SMS level 14) as per the Department of Public Service and Administration.
