POST: CHIEF FINANCIAL OFFICER

TYPE OF POSITION: FIXED TERM CONTRACT (5 YEARS)
LOCATION: HEAD OFFICE, ARCADIA, PRETORIA
PURPOSE OF THE JOB
The incumbent will be (i) responsible for developing and implementing the organization’s financial strategy by ensuring that strategic objectives are met in a sustainable manner and through the development and promotion of sound financial management to safeguard the financial interests of the NAMC, (ii) support the Finance & Administration Division and other senior managers in the execution of their functions in terms of the Public Finance Management Act, 1991 and Treasury Regulations and (iii) manage the financial and procurement functions and ensure sound financial management in the NAMC. This entails providing effective professional leadership and ensuring the establishment and implementation of sound Financial Management, Accounting, Procurement, Information Communication Technology (ICT), provisioning and Internal Control Systems and Processes in compliance with relevant legislative requirements.
QUALIFICATION, EXPERIENCE AND KNOWLEDGE: • Post Graduate Financial Qualification i.e., B-Com (Accounting) Honours with Financial and Management Accounting or equivalent qualification. •A Chartered Accountant (CA) (SA) professional qualification can serve as an added advantage •Must be registered with a reputable professional institute, such as the South African Institute of Chartered Accountants, South African Institute of Professional Accountants, Institute of Internal Auditors or Southern African Institute of Government Auditors • Minimum of 10 years’ financial management experience of which at least 5 years should be at Senior Management level (working experience in the Public Sector would be an added advantage) •Experience in specialized operation and management of organisational Finances within a highly regulated Public and Private Sector environment •Knowledge of Standards of Generally Recognized Accounting Practice (GRAP), the Public Finance Management Act and Treasury Regulations as well as the Preferential Procurement Policy Framework Act, and Knowledge of the Marketing of Agricultural Products Act will be an added advantage, •Knowledge of providing immediate financial information for planning and decision making and recommending courses of action, where tight deadlines apply •Understanding and experience in Supply Chain Management Practices and National Treasury Regulations •Experience in serving in governance structures and an understanding of good corporate governance principles is essential •Proven knowledge of monthly management accounts and National Treasury reporting according to the templates in accordance with current SA Laws and Regulations •Experience and understanding of policy formulation, procedures and guidelines •Experience in budget preparation and reporting in accordance with MTEF and ENE guidelines •Highly numerate with the ability to analyze statistical information and interpret financial data to produce reports which can be understood by non-financial colleagues •Internal and External Audit experience •Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP) and the Financial Reporting Standards •Knowledge of Risk Management Principles and Practices •Advanced computer skills in MS Office Packages and GRAP as well as other financial systems knowledge •Experienced with good financial controls •Knowledge of Corporate and Employee Tax •A valid driver’s license is essential.

NB: Shortlisted candidates will be required to undergo psychometrics and competency assessments. The successful candidate will be required to enter into a Performance Contract with the NAMC.
